TESSERA LIMITED S.R.L., a registered company in Costa Rica operates Betsio. Although the casino is registered there, it does not possess a Costa Rican gambling license. Rather, it runs under the license provided by the Government of the Autonomous Island of Anjouan. Anjouan, a state of the Union of the Comoros, is a licensing alternative to the Curacao license.
